Admiral Kizaru is one of the most challenging One Piece characters to get a read on. His motivation, drive, and ideals range from mild to extreme. He prefers to take orders from above and execute them without inserting his personal feelings into the affair. Many of his feelings are hidden behind a face stuck in a perpetual playful smile. It doesn't help that his ideology is called "Unclear Justice." In these regards, Kizaru has been considered an enigma for years.
