Batman: The Animated Series does a brilliant job of delivering the Caped Crusader's very deep rogue's gallery, as well as adding a few new members to their ranks, starting with Harley Quinn. None of them are quite so bizarre as the Penguin, however. The show's version of Oswald Cobblepot tries to split the difference between the classic incarnation of the character and Danny DeVito's decidedly Burtonesque variation in 1992's Batman Returns.
