The citizens of The Capitol often turn out to be some of the more interesting characters in The Hunger Games, precisely because they come from "the wrong side." The Capitol brutally oppresses the 12 Districts of Panem to the benefit of its citizens. Those who dwell there live in absurd luxury, while residents of the various Districts are often starving on their feet. Despite that malevolence, however, ther are more than a few Capitol citizens hate the system as much as those it actively brutalizes.
