Overwatch 2 was initially developed because Blizzard wanted to delve deep into PvE content and were unable to do so in base Overwatch. A 2019 trailer garnered hype for upcoming, story-focused content, with Blizzard promising a highly replayable campaign and Hero Missions to delve deep into the lore and unique abilities of fan-favorite characters. In a May 2023 development update, however, Blizzard confirmed that the PvE mode that was originally promised wouldn't be coming to Overwatch 2.
