The Hunger Games' setting of Panem is split into The Capitol and thirteen districts. The Capitol houses the country's ruling class in lives of luxury, as well as their servants. By contrast, the districts are home to impoverished and oppressed people who produce all of Panem's goods and see to the nation's needs.
