The history of Westeros is a highly detailed, meticulous piece of literature that George R. R. Martin has crafted with a world of characters. The adaptations of his works, Game of Thrones and House of the Dragon, feature many of these characters, but not nearly as many as one thinks. Often times, important figures in history are only known by word-of-mouth in House of the Dragon, or died too soon to know. Two examples of characters that viewers aren't privileged to meet in House of the Dragon are Baelon the Brave and Baby Baelon Targaryen.
