Palpatine was the puppetmaster behind everything during the Star Wars trilogies, especially the prequels. His apprentice Count Dooku served less as a partner and more as a pawn in many of Palpatine's plans. While Dooku is definitely a villain, he's always come across as more level-headed and understanding than other Sith, holding the twisted belief his actions are justified. However, a deleted scene from Star Wars: Episode III: Revenge of the Sith reveals that Dooku had an even more sinister part to play in Anakin's fall to the dark side.
