Some of the most well-written villains in The Walking Dead are those who are truly the worst of the worst. Alpha was a primitivist cult leader who abused her daughter, wore the skin of the dead and stripped people of their identities. The Governor was a cruel man who led with greed and envy, starting a war that could've been avoided. Daryl Dixon marketed Codron as the next villain to follow these iconic figures, but it's actually Quinn who is even worse than the military man out for revenge.
